Neighbours fence panel blew out in gales on Friday and hit a parked car damaging wing. Insurance company for flats say it is an act of God and not covered by the buildings insurance. Other neighbour as to claim on his car insurance. Is this correct?

Last year one of my fence panels blew down and hit a friends car, smashing the windscreen. The car was parked on my driveway and he`d cancelled his insurance.. My house insurance company said exactly the same thing. I ended up paying for the damage.
What's an Act of God? What a load of horsesh1t. Usually insurance coys exclude damage to fences as the damn things are forever blowing down, but damage caused by them is surely a different matter? Act of God my ****

I would have expected the insurance to pay up, its part of third party liability. They wont repair your fence damage, but they should indemnify you against claims caused as a result of the fence blowing down.
Get the neighbour to try and claim against them directly, or at least tell his insurance the details so they can look into it.

The insurance is unlikely to cover the repair to the fence, but damage caused to a third party by a panel blowing out is exactly what should be covered.
Whether you're insured or not doesn't affect your liability.
Whether the owner of the fence is insured or not is frankly their concern, the party suffering the damage simply sues the owner of the fence for the damage and it's up to them how they pay for it. Your (the aggrieved)Household insurance might well have legal assistance to help you deal with this.
Small Claim at the County Court would probably be an option providing there's a reasonable chance of the fence owner having some money to get hold of.

My *contents* policy states:
Liability for accidental damage or accidental injury caused to a third party other than a member of your household, Limit of £1,000,000
My *Buildings* policy states:
All sums for which you are legally liable in respect of accidents occuring... which result in..... loss or damage to proerty arising from ownership of the buildings and their land.
Between them this would seem to cover it. The only caveat under exclusions is if you run a business from the property.
Again, I'd pass details of the insurance to the claimant and get them to call them.
