Just a question about lowering the nose on a 99 Sv650S a few mm to make the bike lean forward abit more is it safe to do so would it improve handling at all etc on stock forks etc.

Yes it be right.
naked has 6mm drop as standard, not sure how much you can get away with without hitting the rad though
I prefer to raise the rear ride height, as standard the bike always felt too low at the back.

i dropped my svs 12mm (measured from fork top caps to top of yoke). I've never had any problems with clearance for the rad. Just took some getting used to how quick the bike responds when turning but holds your line so much more and haven't had any problems with stability. Probably one of the best things i've ever done to it.

10mm is regarded as the best position on bog standard front suspension.

Flush with the fork tops (i.e. the bottom of the fork caps), not the top of the fork caps!
10mm is measured from the bottom of the fork cap too!

But remember, you are putting more weight over the front wheel so if you feel your forks need looking at then I would recommend some progressive springs as a minimum.
