When a battery is on charge should it make a bubbling sound?
Also, is it safe to charge it in the house?

personally I would be a bit worried about a "bubbling sound"!!
I do charge mine in the house though.

It sounded like a bowl of rice crispies last night! And the optimate was saying "charging"
This morning the optimate says it is charged, and is now on "maintain" and there is only one bubble every few seconds or so

Yes, the bubbling sound is completely normal. It's caused by the battery acid gassing.
Hopefully you are not charging a motorcycle battery with more than 2amps... ;-)
