He only popped out to run a couple of errands for his disabled wife.
But Keith Hirst ended up spending the night in a police cell after being accused of dropping an apple core.

What he had failed to observe were the 4 plain clothed cops very near by.
So for one member of the .org, Camden became a very expensive place to spend a penny...... 8000 of them to be exact.....

Yet unsurprisingly I call the police about my neighbours car being vandalised (also Manchester) and they don't turn up for 4 days! Yeah, pat on the back to whoever feels that is a worthwhile waste of my £115/month council tax!
Although in this case it appears he wasn't the perpetrator, I have no problem in general with tightening up on the policing of littering - zero tolerance, we should all have to keep the country tidy.
Personally, I really wish they'd dish out this sort of agro for all those who throw fag ends out of car windows. Why does no-one ever seem to use their ashtray?
It is at that point I start to miss cheap and nasty helmets, which you can lob through their window! Grrrrr! Not that I do these things often!

Yup I'm now totally convinced that the police are the enemy.
If there's anything bad happening, count on them turning up 5 hours afterwards to check if your car has tax.
If you should happen to defend yourself, count on them turning up 5 hours afterward to arrest you.
It's not the police...
I grew up in Canada, being taught respect for the land I lived on. We were taught to conserve water by not running the tap while we brushed our teeth, we were taught above all, to not litter. Respect the land. (Despite the new home builds, etc. As a child I had no say in any of it.) The indiginous population, as far as I'm concerned, were spot on.
I was disgusted with England when we came back. The people treat this beautiful land that sustains us like crap. I spent years furious with what I saw until one day I decided it was just better for me to just not care.
They can bitch about someone who's thrown an apple core from a car, the police can waste their resources by prosecuting the apple core bandit... but the real problem are the ones who just throw their McDonald's crap out the window. The ones who dump their half eaten, chip shop pack on the street.
Excuses?

There's so much already TOTALLY wrong.
This whole country needs to sort it out.

It's the attitude that gets me... same goes for dog owners who think it's acceptable to leave a pound of steaming shirt where ever they please.
Oh, and don't get me started about pinging fag ends out the car window....

No it is not enough. the guy said he did not do it. Why should he be fined unless he is convicted of littering. Additionally only a magistrate or judge can issue a fine. You have to have your day in court, so these are penalties. Also, if it were me I would have refused to give my DNA. You can refuse and it can be taken by force. But only with the permission of a senior police officer and a minor offence such as this is not sufficient justification.

I found this letter in my local paper had some good simple ideas:
I would like to suggest some ways we can reduce the enormous amount of rubbish left lying around our streets, beaches and open spaces, therefore reducing the amount of litter.
Fish and chips should be served in paper again.
The large boxes currently popular with many of our fish and chip shops are much too bulky and quickly fill up litter bins.
Just go to Cullercoats on a sunny Sunday, the bins are already overflowing from the previous day.
People trying to find somewhere for their litter are reduced to leaving it propped against a handy bin where it is quickly spread by wind and gulls.
Paper, which can be squashed into a small ball takes up much less room.
In Bridlington customers are given a choice as to whether their fish and chips are served in paper or box – but the box costs 20p extra, a disincentive to the thrifty.
In many European cities pizza is served in a paper bag, a cheaper and more environmentally friendly option than a box.
The polystyrene boxes used by the burger vans blow out of the bins.
The crumbled remains of these are easy to spot along the tideline.
Corn starch can be used to make a similar looking product but this can be composted.
In some European countries drinks cans, plastic bottles and glass come with a refundable deposit.
This is a great encouragement to recycle. In Holland shops have a compacter that the bottle is fed into, a voucher is produced which can be redeemed in the shop.
I suspect our open spaces would soon be clear of this type of litter if the litter could be exchanged for money.
The use of plastic carrier bags should be strictly controlled.
Every hedge, fence and tree in the area has its plastic streamers despoiling the view.
The beach is often covered with torn plastic bags from all of our local supermarkets.
Charging for bags is a great incentive for people to remember to take reusable bags.
As we all become more environmentally aware it would be nice for the council to give us all a little carrot and not so much stick.
Tell us how much they are making from the recycling and thus keeping our rates down, give us some positive encouragement for a change.

Of course dropping litter is wrong and I was brought up never to do this, but for this gentleman (who is not well) to be treated worse than a mugger is just beyond comprehension - not to mention the cost to the taxpayer :mad:
The reason he was arrested seems to be for refusing to give his name but that was because he said he didnt do it. By giving he his name he would have had to still go through the court system to clear his name - again costly for the taxpayer and at what cost to his already bad health! he has a bad heart FFS.
Makes me want to shut myself away indoors forever and never come out - horrible, horrible world. :(
This is the thing with policing there are always many processes to follow in order to do the job well, right and above all fairly.
This guy may have/has commited a very minor offence same as not have a bus ticket for your journey. He was asked to give his details on the scene but a local government worker and refused. He then refused to give his details to a PCSO and then left the Police Officers with no choice but to arrest him as he had refused to give details.
The man should have given his details at the time, he would have been home in no time and he can appeal the ticket in his own time.
He alone has himself to blame for this outcome. He choose not to give details. He alone has wasted your tax money. The police did there job. I am sure there were better things the officers wanted to be doing but couldnt due to the actions of the male.
As for DNA he was arrested for a recordable offence there fore DNA, photograph and fingerprints are taken........ We have had a DNA debate not too long ago!

I disagree.
Whilst it may have been easier to do such a thing, this one man has made a stand and brought public attention to this mad situation (albeit not the first story - and it'll be long forgotten in 5 minutes).
The public is being backed in to a corner by the fussing, dishonest, self-indulged "elite" to which the population sits back and gorges on the hate and anger they ooze.
We live in a society being beaten to the ground from all sides as government micro-management finds it's way in to every aspect of our lives. Why should they have a record of your details because you dropped an apple core? What allows them to even involve themselves in your situation? An apple core may look unpleasant but is it THE most important issue they needed to be dealing with?!
No doubt there will be another governemnt quango set up to deal with this style of situation in no time. £60 billion they costs us last year btw.

But if he didn't throw the apple core, why should he give his details. I wouldn't do it, if I was accused of throwing some thing I didn't.
Yes they are degradeable, and if it had been something like a chip box, or fag packet etc, and he had thrown it, then yes, a word in his ear and possibly on spot fine, but DNA come on.
Hebden bridge ( the doollally valley) banned plastic bags in the town. They were the first in the country, it was not surpirising cause its full of hippies...lol. fair enough, doing their bit for the environment, but then the council still build loads of luxury flats, enticing new people to live in the town, creating more traffic, and people in an already overloaded choked valley...and to top it all put a 20 mph limit through the main street, which is utterly useless because of the amount of traffic that sits there in rush hour choking the valley.....I put this point across because it seems people have got everything wrong, and go about the litter or the environment in the wrong way. Its like Ping said, you should be brought up to respect the land in the first place with out trying to impose things like this on people that have no respect

The only reason he's been caught is because he was an easy target. This jobsworth could try the same thing with any scrote dropping red stripe cans, but I bet he'd just end up wearing one of the aforementioned cans.
Probably deserve it too. I couldn't morally justify working for the council.

Reminds me of when I had my off a couple of months ago. Copper turns up at the scene, no "how are you after the off?" first thing he asked was "Is this your bike, and is it taxed?"
