Yes it's called the TRE mod.
Thinking is that the ignition advance is backed off in 2nd and 3rd to pass noise limits. It's a very small gain that some people notice some don't. Probably much of it placebo.

Did mine a couple of weeks ago and it worked a treat. As soon as i started the bike and nailed it the front was much lighter than before and the noise was also nicer. Cant be bad for a free mod really can it (Mines a naked curvey btw)!
The TRE mod is something totaly different. Thats an ignition advance. The 'restiction' is different. That affects the fueling. On the Curvey, its a simple cut of a wire, on the pointy, no idea.
In all honesty, its not worth it. I done mine and didnt notice a thing. Some people have the placebo effect.

On the pointy you put a resistor across the gear position sensor.

It really isn't noticeable and i have no idea about the post above regarding the noise was also nicer! It has no effect on the sound of the engine, and if you study the whole thing properly you will notice that the SV has the very slightest retard in these gears.
I have seen this hundreds of times when tuning many SV's and the true fact is that if you notice a difference then it is in your head. The advertisement isn't aimed at the SV it is aimed at the bikes which are more retarded and simply because the SV is on the product list people assume that it will unleash the hidden horse power, which after extensive testing isn't there to be unleashed!!!!
