Headlight help please

Evening everyone.

Having a bit of trouble with my head light lo-beams. I have a SV650s 99 (Curvy) and when the lights are on lo-beam they do not come on but when on hi-beam they both come on. I have bought new (expensive) bulbs for them but the same is still happening.
I checked the fuses and noticed that the fuse had blown and replaced with a spare that was in the case but as soon as I turned them on POP the fuse went.

At first I'm thinking it could just be dodgy fuses but is there anything else I should consider??? All the other electrics work absolutly fine:confused:

Check around the headstock where all the cables run for damaged wires, common problem due to chaffing. If there is no sign there then have a look around subframe for the same, next common problem.
