Is the 8mm nut/bolt just beside the oil nipple ment 2 turn when bike is running?

Just noticed that the we 8mm nut/bolt on the throttle bodies just beside where the we oil nipple is on the air box turns when the bike is running/when you rev is this ment 2 be???

if we talking about same nut it will not.it is tight.
it is for servo motor that opens secondary butterflies.

a ryt so it wont afect anything at all and is ment 2 spin around like mad when you rev the bike? its just the 1st i notched it lol hence why i asked.
