As if they idea of CPO's wasn't bad enough (I thought they at least had to pass basic fitness but given the group of 20 stone lard asses "patroling" (read wheezing against the nearest pillar) Kings Cross this morning they seem to have watered that down some what), they now want "Volunteers" to go out with Speed Guns and Mobile cameras.
These people will also be given access to the Police computers to "identify drivers".
They have to pay for the equipment themselves and likely will not be subsidised.

Read this in a few places and most of them say that when this gets extended "3 warnings" from these Civilian Volunteers with speed guns and mobile gatsos will result in a fine and points the same as if you had been done by a normal camera.

Can't imagine you'd have any real way of appealing it either as it's already hard enough, but now they are only "warnings" there is probably even less chance of getting them to retract it before they fine you.

Personally I think this is freaking retarded! and I can just imagine the sort of jobsworths that will want to pay to go for this hiding round blind bends and causing all sorts of mayhem and not caring that these aren't exactly very accurate! especially against bikes.

So civilian volunteers can advise civilian volunetters where a good place to set up would be and the fact they suggest at least "6 adults" suggests they are happy for minors to join in too??

Yeah way to go, it's REALLY important to monitor that downhill 10 meters between a 30 and a 60 so people are more worried about their speedo and picking up that accidently 3mph down that incline that focusing on that bend coming up!

They've already had complaints in the trial areas that several of the communities they tested it in.

I agree that it should be left to the Police. The spot used in that picture is also very poor. To be effective he should be on the other side to slow people coming into the village not out of it.

Great way of creating division and feuds in a community, well done. Most people don't seek revenge against a faceless organisation like the police/scamera operators. Will this still be the case if the person catching you is your next door neighbour? I doubt it.

I predict this would make some people very unpopular. I think they would soon stop after people have smashed their hand held devices a few times as i guess they aren't cheap

"Your honour, please can you provide proof that this 75 year old jobsworthy preist is trained to operate said speed entrapement device?"

It's like that bbc vid from inside a scamera van... where a couple of cars see the van, slam on and lose control. Then they say "oh yes excessive speed CAUSED this accident" ... no you utter f##ktards ... they were quite safe doing 80 and it's only you trying to extract money from them that caused the crash...

We have this on the A5 at Pentrfoelas. Locals wear hi-viz and zap you with a speed gun, everyone is convinced they are plod unless you know the score. If you get caught by the civvies, you get a warning letter from N. Wales Police.

Shame that they're self funded, otherwise some people might be tempted to join up and accidentally lose or damage their gun. Also scope for turning a blind eye to people speeding safely and instead zap people who are driving like ****s, but below the speed limit, by jerking the gun as you take the reading. ;)

I've been caught by these guys before, in Dorking. Got a polite letter from Guildford Council saying that I'd been spotted doing 50 in a 30- kindly stop this. If it keeps happening, thy'll be taking action (didn't say what).

They will apparently keep your details on record for 2 years. Which will be up next May... :D

we use the same speed gun as the pic in the OP to do very rough speed surveys for highway design work, it's laughably easy to confuse as it send out a broad radar signal to measure speed, things like a vehicle moving int he opposite direction can give silly results

even a stroke patient who's been a recent victim of cranial intrusion could disassemble a prosecution case in court

They can't prosecute with evidence from civilian operators like that, there is no evidence recorded. The only thing they can do is write a letter.

If they have handed out access to the police database, then write to the Data Protection Commissionaire and demand that the police chief responsible is sacked, and start a multi-thousand pound lawsuit against the force. (In other words, they can't give civilians access to it)

To sum up, its a way to frighten motorists, nothing more.

They've been doing this in one the villages near me. Its on my summer cycle route home, they lurk at the bottom of a very steep hill which I'm touching nearly 40mph down ( its a 30mph limit ) I'm waiting to get gunned by one of them whlst on my pedal bike :p

get some damaged plastics off a 'streetfightered' bike;)
tape them to your push bike, stick one of those kids things on your bike which makes an engine sound (or do it yourself).

Follow them home to get their own reg plate (or just see their car parked up next to where they are doing it) get a cloned plate made up to match it, stick it on your bike then speed past a different civilian speedtrap. :)

Thanks for the clarity there Blue - that makes a lot of sense. So practically there's no difference between these guys and me twitching my net curtains, using my low tech uncalibrated eyeballs to figure that the boy racer going up and down the road is going closer to 50mph than 30mph and reporting that?

Except..... under this scheme I could get MY VERY OWN lollypop lady jacket and get to point a gun at people, generally be feared and respected by all; feel the POWAH and RESHPECT MAH AUTHORITAH!

Nah, that's total b*****ks ( ;) ) If you see a speed camera and crash, you're obviously not safe on the road at all, anyone with such bad obs and decision making is going to have an accident sooner or later. IMO ;)

Anyway my comment about them saying excessive speed was the cause of the accident still stands! You get plenty muppets slamming brakes on for cameras when they're under the limit too.

I do agree with you that it's the trigger not the cause. But I would go one stage further. If you take my situation for example. I was on my way to work just round the corner from my house. So I know it very well, so maybe I was being complacent? But I've never had a car stop in front of me where one did that day (to turn right into a driveway, not a road) when I was distracted by the Hi Viz of the community watch up ahead. Definetely wouldn't have been a collision if the Watch hadn't been there and I would contest I'm not a great liability on the road 8-[

Speed cameras round bends or misplaced so that they are hidden from clear view are dangerous. They can cause you to panick break, a natural reaction which is never good. Most speed camera's I've come across are pretty visable and on long straight roads though. Okay so the limit maybe a bit daft but slow down, then carry on doing a tonne once past. Hardly a deterent are they.

am i right in sayin these commutity speedwatch things cant actually give you points or anything,, they can only give an indication of how many people speed etc, and pass on figures to the police and not details, e.g reg nos.?

I cba to read the whole thread so if your caught by a civilian in England and Wales, they have no grounds to prosecute doesnt stop them sending NIP to people but if you argue it they wont let it stand, a civilian isnt a good enough professional witness to hold the camera to catch them. laws are slightly different in scotland so i have no idea if they can else where.

But i had a speeding ticket dropped because i asked for both pictures to identify the rider and the second didnt catch my full plate so in court it was argued and 2 photos are needed (hence the camera flashing twice) but i was moving to fast so the second picture missed my full plate (im not sure how) so they had no choice but to drop the charge.

Just to keep this thread in perspective, and given that this is supposed to have been around a while now...has anyone received, or know anybody who received, or even heard of anyone who received, any post from these people? Given all the alleged speeding we bikers collectively do I'd have thought if this was anything to worry about this thread wouldn't have been dormant for so long.

It is a topic that people will always be annoyed by. I haven't read the whole of this thread, read first couple of pages and then I read the last page but certainly, people didn't seem to be doing too much moaning about it, they seemed to be raising genuine concerns.

I can fully understand why people were unsure about this system due to the possibility it could be abused or that the people taking part could be targeted by people unhappy with their warnings/fines.

my point is..speed cams/guns wether its police or civilian is a fact of life, back when i started riding there was nothing like today, ..u could go anywhere at ful belt..and yes we did, todays state of affairs is i agree ****e' but its here and here to stay...just to add to my point, when i was riding home form squires on sunday, upon entering a very public built up village which was teaming with famalies etc going for a walk round the lake, 2 sportsbikes proceeeded to overtake me at ridicoulous speeds well in excess of 100 mph in a 30 limit...thats something ive never done in over 26 years of riding!...speed is fine in certain situations and roads ,not 30mph villages full of kids/prams/preganant mums need i go on...rant over..

Ive had 2 warnings from the old dears that sit in rothersthorpe village now.
They sit there in folding chairs with blankets on their knees and a flask.
The first time I was warned for speeding I was at work in Rugby (roughly 30 miles away) the second time I was out on the bike in the peaks.

Its all down to who writes down the plates (or who you upset when your in the area I guess).

Even if this wasn't true, what's to stop you writing back to the council telling them to stuff their letter 'cos you were somewhere else and tell the old duffer who reported it to update his prescription? They can't PROVE nowt, even if you have been reported thrice!

I did write back and was told it was just a warning and not to worry about it.

What was annoying was it was the car first time and the bike the second so Its not like the car has been cloned.
I think its more of a case that I have annoyed someone who lives there that knows me ( highly likely!).

This is what I was after. If they tell you not to worry about it then that tends to imply that it carries no weight at all, on the other hand it could just be the person telling you that was in "customer focus" mode and just trying to get rid of you quietly.

If the second part is potentially true (only Speedplay will know if he was actually speeding and entitled to those letters) then my concern would be the integrity of those carrying out the role, both with regard to the "intelligence" they are creating and their access to records.

If the second part is potentially true (only Speedplay will know if he was actually speeding and entitled to those letters) then my concern would be the integrity of those carrying out the role, both with regard to the "intelligence" they are creating and their access to records.

I've been caught speeding and put my hand up to it before.
Its not good when you can prove your at work (cctv etc) when it happens though:(
It made me feel guilty to start with and then angry because I knew it was rubbish.
If an area needs a speed camera, put one there.
Dont use some idiot with more time than brains to do the job because its cheaper.

Apparently if you put that your a paedophile as your occupation when applying for insurance youll get a discount as they are happy that you will slow down round schools and keep an eye out for children.

I have played at civil speed enforcement. Stopped the prat who mother lives round the corner from me and told him to stop driving like a cnut. until last year, there was no sign to say the speed after you turned off the 40mph A6 onto the little cul-de-sac where I live. 20 is way to fast, this individual would regularly do it at 60. OK personal opinion of his speed.

My personal opinion is that speed cameras, safety camera partnerships. civil enforcement are a waste of space. Save some money and dump the lot.

With the money saved, buy a few more traffic bobbies. They have the discretion to know what is safe and can also spot the drink/drug drivers, the dangerous cars etc. for better use of resources

got a letter today sayin ive been caught exceeding 30 mph on xxxxx road in xxxxx on the 10th sep at 16 22... unfortunately, at that time i was in my car about 30 miles away..... its utter, bollo*ks and on that day my bike was wothout a front wheel. so work that out?? also it says that they can report you for excessive noise:confused:..., i may be getting a dew of them in the near future:-dd:-dd

apparently so..... its actually just a joke tbh... theres just been another one setup about 100 yards down the road so that will be interesting..... am tempted to stop next time i see then and ask how many bikes get stolen, wheelied 3 miles away speeding, get back to my house without me knowing
