Oh man I laughed so hard when Hammond produced the "Wizards Sleeve" with his hat on a jaunty angle , then May with the "Pork" Sword set me off even worse , pretty much the best season so far for laughs .

But how do they make the hydrogen? At a hydrogen powered hydrogen producing power station?

It's no more difficult than drilling for oil in the sea, apparently.
EDIT: Having done a little googling, I see a few ways to make hydrogen.
1) Biological - use algae. That's fine, but you need a damn large amount of the stuff if you're going to replace fossil based fuels. It also gives off carbon dioxide, which in large enough amounts will lead us all to suffocation. If you starve the algae of sulphur, you're looking at 7-10% yield just converting sunlight to hydrogen.
2) Fermentation using bacteria - Again, all good, except you need massive amounts, and it gives off carbon dioxide. Apparently 80% yield.
3) Electrolysis. Electrocute water (basically) and you can split hydrogen from oxygen. However, when converting those to back to water to give electricity, you generally use more to get hydrogen, than you get from it.
4) You can make some metals go "rusty" (for matt's benefit, aluminium, so not really rust), thus giving off hydrogen. But that takes forever, and needs the metal in the first place.
5) Lastly, you can heat it. When water evaporates, the bonds between hydrogen & oxygen weaken. But again, you use more energy to heat it than you get from the hydrogen.
Useful stuff then, I'm sure you'll all agree.
