****ing right he should get his costs back, i'd be asking questions about the methodology of the local scamera partnership too if they're able to clock a guy going 15mph faster than his vehicle is capable of and the mag just eats it up like they're infallible...

So they dropped the case, so they wouldn't have to accept in a court of law that the equipment is fallible. Doh!
Hmm, he's stupid or the courts are. A quick glance at any spec sheet for those 1.3 litre Civics will give a claimed top speed of 106mph.

Okay, if the speed you're being prosecuted for doing was 120mph then fine, perhaps consider being able to prove your car can't manage that, but any number well within the claimed maximum? Foolish. You just hope your car is incapable of reaching anywhere near its top speed?
I'd be interested to know just what lengths the independant testers went to. Their own fuel, intake/exhaust, engine, brake, bearing, transmission tests and checks? Or did they just kick the tyres and drive it and then assume that it's the same as it was at the time (despite having changed hands and covered god knows how many miles since)?

Exactly, it's not difficult if the tester doesn't examine anything.

I bet you I could find one of those Hondas that would do 100mph+.
