what do they do?

i guess if you have an off, they my protect the bars (a bit) but it that all?

Supposed to be weighted to kill vibes at certain frequencies.
They would also save the rider some loss of fluids if the open end of the bar caught him in an off.

Yeah, they can cover up vibey bikes. Also, depending on material they can help in crashes- just like crash bungs, some materials dig in, some slide. The R&G bar ends are very good for this, you're much less likely to drive the bars into the tank or bend a handlebar with something like these fitted than you are with some bars IMO.
