Where's the petrol overflowing from?

If it's leaking fuel from the drain tube down below the clutch cover, then the most likely thing is that the fuel filler recess drain tube has rusted through inside the tank, a well known problem on earlier bikes. It was often due to the drain hose getting kinked at the tank hinge end and stopping water draining away. You'll also be getting water in the fuel if this is the problem.

Solution is tricky, generally people have replaced the tank, but I don't know if anyone has successfully "sleeved" the drain pipe with anything.

Don't block the tube at the bottom, the coolant overflow tees into it and the fuel can end up in the coolant bottle.

Yes sleeving them with a bit of rubber tube coated in epoxy has been done successfully.
