Fitting a baffle: Question

Hi, I am trying to fit a baffle in my hindle can. Should the baffle end cap be completely tight at the back or should there be some gas flow around the edges of the cap (ie, all gas flow runs through the centre of the baffle).

mine has a bit of air running around the baffle. It makes whistling noises. Not really that bothered as it doesn't stay in long.
