When using the ' in a sentence, it will either denote that it is possession
eg: Von Teese's suspenders
(the suspenders belong to Von Teese)
or it will indicate an abbreviation and that letters have been omitted
eg: That's the most gorgeous corset I've ever seen
(that is the most gorgeous corset I have ever seen)

The sign should just read 'Bargains on Booze' the 's doesn't show an abbreviation or possession (because that would mean that 'on booze' belongs to 'Bargain') and is grammatically incorrect.
