What is it you've tried? I'm not sure what the problem you have is - you have a leak and you have a new seal - so fit the seal. The retainer plate covers the seal - thus the plate will need to be removed in order to access the seal.
Am I missing something?

Thank you for responding back
Well i wasn't sure if i needed to take the plate off or not, in order to change the seal. What it is, is heres a good picture to look at of what i needed to fix:

What happened is my chain fell off breaking the push rod, and the crankcase cover. so i replaced the cover, and purchased a new rod and seal. Ijust wanted to make sure, when replacing the seal, i had to remove the metal cover in order to change the seal. Ive never worked on this before and thought it was an easy job until realizing that i have to remove more and more things lol.
but thank you again for posting, ill take off that small plate on there, and hope that works out :o)

i know this is an old thread but today the same thing has happened to me on way to work. Is anything else needed to be taken out before getting the puch rod out? (item15) Also is this all done via the engine sprocket cover side or will i need to drain oil and remove the clutch cover if item 14 is bent?
