Notice of Conditional Acceptance and Request for Clarification

Dear Ms. Matheson,

I write in response to the Census form received on --/03/2011.

I must admit to being a little confused, it was my understanding that the census was instigated as a simple numerical count of the population; however, the information required in this census form far exceeds this mandate.

I am happy to complete this census form subject to receipt of clarification of the following points.

1. What law requires me to complete the census?
2. From where does the Office for National Statistics derive the lawful authority to demand private information?
3. Is there a limit to invasion of privacy?
4. Is the Office for National Statistics lawfully authorised to demand Private property?
5. How can we be penalised for failure to provide information
6. Are there any circumstances whereby security agencies may access census information?
7. Since census data be requested by law enforcement, can I not answer so as to not to incriminate myself?
8. Since every government database has been hacked, leaked, lost or compromised in some fashion, how can the Office for National Statistics claim data security with any confidence?
9. Is the Office for National Statistics responsible for mishandled data?
10. What evidence do you have that I am a United Kingdom Resident?
11. Can you confirm or deny that the census data will be handled by an American Arms Manufacturer Lockheed Martin?
12. Can you confirm or deny that all U.S. companies are subject to the Patriot Act which allows the U.S. Government full access to any data in that company’s possession?
13. Can you confirm or deny that the Statistics and Registration Service Act 2007 section 39 subsection 4 would allow disclosure of personal information to any and/or all o the following:

• The 56 geographical and 8 non-geographical UK Police Forces.
• The three UK Intelligence Agencies (MI5, MI6 and GCHQ).
• The Department for Work and Pensions.
• Private investigators working for the Department for Work and Pensions to hunt down “benefits cheats”.
• Her Majesty’s Revenue and Customs tax investigators.
• “Approved” Insurance Industry “anti-fraud” investigators / private investigators.
• The Home Office Borders and Immigration Agency.
• The Serious Organised Crime Agency (either for domestic investigations into Serious Crimes, or for these and also for minor investigations if requested by a Foreign Law Enforcement agency under Mutual Legal Assistance treaties.
• Lawyers in civil Court Cases e.g. for Divorce or Libel or Copyright Infringement etc.
• Local Authority Trading Standards departments.
• Local Authority Environmental Health departments.

Please provide your response in the form of a Statement of Truth, sworn under penalty of perjury and upon your full commercial liability within seven (7) days of receipt of this notice, I respectfully return your census form until such time as these conditions are met.

If I do not receive such a response conforming to the above criteria within, it will be deemed a tacit agreement by your acquiescence that this census is unlawful and that I have no obligation to participate.

Sincerely without malice, ill will, vexation or frivolity

So whats the fine/punishment for not sending it in?

... and I haven't got one yet. I wasn't here when all of this must have been announced.

After a bit of reading I've found out that:

"The Census itself will take place on Sunday 27 March 2011. Any person present in your household on that day/night will have to answer a series of questions..."

Well, luckily I'll be in a caravan at East Fortune so I'll not be filling that in then! :)

http://2011.census.gov.uk/When-do-I-do-it

"The answers you give should be about the people living or staying with you on that day, even if you fill in your questionnaire before, on, or after 27 March 2011.

"If you have not returned your questionnaire by 6 April, a census collector will call after that date to offer any help you need."

We have already done ours via the internet. Took about half an hour for 3 people.

All I think it is, is a ploy to catch out scammy benefit cheats....

''how many people are staying with you on the 27th March?'

''I have 8 people living in my house on that day''

''but you only claim you only have 2?''

''oh...****..yeah..''

Or am I too cynical?

I think its far too many nosey questions myself, all they need to ask is, who lives here, and that would suffice!!

Just filled ours in and found the questions a bit odd too.

Some of the bits I filled on for my four year old son seemed bizarre.
I had to check a box to state he had never registered to be married !?!?!?!?! eh???

The Portuguese version of the Census is also raising a few doubts, especially with sexuality (which no one should be forced to disclose under protection from the Constitution) and work related questions. They're not helping themselves by stating it is our right and duty to reply, but we can fined if we don't or give false information, effectively going against the Constitution, specifically where Privacy protection is concerned.

I was so tempted to put my ethnic group as other white background I am definately not British. At the least accurate I am english and properly described as Lancastrian.

I hope the census forms sent out in Burnley have incestuous Dingle as an ethnic group otherwise nobody will be able to fill it in.

Personally I find it racist to ask people their race. We are all equal so what does race matter!

Think they're sold to Ancestry.com who then charge you a king's ransom for access.

Did mine on the internet half hour ago, just before coming across this. At the back of my mind, were similar questions to the ones the OP posed. The questions seem far more detailed and specific than the vagaries needed for tracking general population trends and quality of living. Took me 10-15 minutes to complete it for myself.

Yes, I normally put, "other; mixed race - just like everyone else on the planet" on these. The notion that anyone's race is somehow "pure" and distinct these days is laughable.

I am following the thread that the OP quoted elsewhere.

Current thinking is that it is Treason to return a Census form.

This is due to the awarding of the contract to process to an American Firm, therefore by extension, due to the powers of the Patriot Act, meaning that you are providing information to a foreign Government.

Actually, by extension, can we charge the idiot that awarded the contract with Treason?
