it's not a *bad* idea if where you store your bike is damp or not fully covered from the elements

I actually know someone who was asking if one of them existed...

Hold on.
Vacuum!
Surely under vacuum the fluids will boil, or at least evaporate a lot.
Do all bike fluids have to be drained before use?
Surely pumping out fuel vapour through an electric vacuum cleaner is Not a good idea!
Better to just use the sealed plastic bag with moisture absorbing dessicant i would have thought.

I suspect the vacuuming is to remove surplus air so the bag has less chance of bursting.
I do not think we are talking about deep space vacuum.

depends on how powerful your vacuum cleaner is, i doubt domestic ones could cause an actual 'vacuum' that with cause a lot of damage

Its nothing new. I know folk who were doing this over ten years ago. I know someone who had a 100th Annivesary Harley, who did it.......and it still rotted

I think that's a pretty neat idea to be honest. I don't have a garage, the sheds are full of push bikes, scooters, pit bike and gardening tools, so my SV lives outside under an Oxford Stormex. It gets used most days, however during ice/snow gets wrapped up. A dousing with ACF50 and a vaccum bag would give good protection in this instance I reckon.
