I'm used to syncing my old Windows phone via USB their software.
Drag & drop files etc
But there doesn't seem to be any free ware out there for Android.
Can it be done via Google Chrome?, Which is my browser software

sync it with what?
I use gmail for my personal business accounts and it automatically syncs my mail and calendar on android phone as well.
I can drag and drop from my widows environment to android file storage over wireless lan using ES file manager.
If I connect by usb I can see my android file storage under windoze. and drag/drop there etc. That is how I get my music files onto the SD card.

Thats what I can't do Tim, I plug it in via USB, It'll charge it, but the device isn't seen by my PC

My HTC has a drop down bar with a set of choices (the default is charge only). You have to pull down the bar from the top of the home page. No problems after you choose the right option.

Plug it in via USB, menu appears on phone; select 'mount as disk drive' option, pc will now see it ;)

You may also have to change it from MTP to MSC mode.
MTP = Media Transfer Protocol which is "kind of like iTunes".
MSC = Mass Storage Class which is like any USB Hard Drive.
But yes, out of the box it is probably in Charge Only and as for Syncing, it does all that itself, except for SMS/TXTs but there are tons of Apps in the Marketplace that do that.

I use an app called swiFTP (free), it sets up a secure server over the wi-fi. Set up a network place in windows, log in (this can be automated). You now have full access to your SD card in a handy explorer window.
I've set my network router to lock an ip address for the phone. Otherwise it may change and the network place would need to be set up again.
Takes 5 mins to set up first time and 10 s to access SD card when you need to.

I have seen the sync over USB option on the phone, but when I change it to that, its still not seen on the devices list on the PC
