I find that kind of thing quite distressing. How people can fail so miserably to care for something which is entirely dependant on that care is astounding.

Apparently it was euthanased 2 days after being ceased. Flea infestation, badly decayed teeth and only half the normal body weight. It is such a pity that the owner cannot be forced into such a neglected state.

You figure that people can be held accountable for neglecting their children, but not their pets. Something's wrong there.

That's not what he is saying at all, he is saying it is a shame that we can't force the owner to live with such injuries and conditions.
I believe they should be locked up.

I read his comment as...
People get locked up for neglecting their children, or have them taken away....so why do people get away with this sort of thing with pets.
People and animals deserve the same treatment, do they not?
