Curvy pillion grab rail spacers?

Should there be spacers on the bolts for the grab rail on the curvy?

Had mine off and there were none but the rail seems very close to the plastic cowl so wondered if they were missing.

Mines got rubber sleeve type grommet things, grab rail, then bolts with washers.
