I'll try not to incur the wrath of Richie and keep this from de-railing, but I suspect it's something like this:

The people who enter are interested in photography, and this monthly competition anyway, so try to make sure they take the time to vote to make sure it's run every month. It's bad form to vote for yourself (we like to hold ourselves to a higher moral standard than the US presidential candidates). So everyone tends to just vote for the photo they like best that someone else posted. Which is rather nice.
