It's probably a neighbour with a sense of humour.

I'm a-ok since my council tax is on direct debit but I did go and stand at the window like a puppy for 5 minutes.

Puppies don't pay council tax

Puppies don't pay council tax
which is why they'd be standing at the window on guard.

Mine's labelled as 'We Know What Your Doing'
But I may update it to a more serious sounding one like that now.

I mis-read that as "My Wife is called...."
It then reminded me of the bloke who successfully sued Natwest, and before then wrote the check to him he changed his name to "Natwest are Fascist B*sterds"

If you're bored, have an Android phone, and are wondering who it is... Install this app (https://play.google.com/store/apps/details?id=com.farproc.wifi.analyzer), and take a slow walk down your street - from the signal strength you should be able to work out which house it's coming from :-P lol

my home network is called "virus upload complete"
much easier to recognise than something like $$57^pl+_@@~
I just use a SSID that shows house number/post code. Boring but practical, e.g. 34CH446HG.
