hmmm I'm a QS, in industry I would assess all tenders equally comparing rates. obviously if there was a huge difference in prelims I'd have a look and see if some of the prelims had been spread throughout the tender rates.

I would also get the lowest few contractors in for a post tender review meeting where you openly discuss the rate used with them. that would give them a chance to review their rates and you can ask if they have included for all prelims required for the works. if I was the main contractor I could be providing offloading materials, cranage, hoisting, welfare, parking onsite etc..... where the other contractor may have included items like this in their prelims and could reduce their prelims.

hope this kind of makes sense. basically review the tender and get everything confirmed in writing! contractor A may be desperate for work so could be coming in mega cheap because they need work, contractor B might not be so desperate and only wants to do the work for a decent profit!

cheers malks, i had a look over some examples and duplication of descriptions in general cost items came up so guess it depends where the contractor decides to put certain items aswell. thanks for that need tho i to stretch it out to a 500 word response...great

So your answer should include descriptions of typical preliminary costs, and an explanation of why a contractor might choose to include them elsewhere in their quotation, or omit them completely with the pros and cons of such approaches.
