It means steer clear.

If you're an average joe on the street wait till the official release. Let the tech heads take the hassles of dealing with beta (Unless you can get it cheaper with 7)

seems like you can get it cheaper with ios7.... which is strange as most people would pay more for something like that...

you can downgrade to 6.1.3 but you need the ipsw file (which you can download if you are a developer or source it freely if you know where to look online)....
