You book them for the offence they were trying to pretend they were exempt from, then seize the badge as evidence. Surprising how quickly the genuine owner comes forward to get it back, and then has the dilemma of trying to decide if they should report it stolen or implicate themselves in it's inappropriate use..... I've generally got other things to do but it has provided some amusement against certain individuals.

What about an expired badge? I believe misuse of the badge can incur a fine of up to £1000.

Also, have you seen a badge older than 10 years out of date?

A week or so ago I found one that expired in 2004. When I rang surrey cc they told me the bloke who it was issued to had died a month before it expired.

If it's expired then it's not a valid dispensation so act as if it isn't there.
There are potentially some obscure offences under the fraud act (possession with intent to deceive) but I suspect that would be a bit overkill..... I've generally found that individuals that act like that tend to cut other corners as well so a little digging can be quite rewarding. Unfortunately that style of thinking is going out of fashion these days.

I would you suggest that next time you see something like that find the store detective/security and get them to check that the drivers till receipt reflects what he has in his bags......
