On November 23rd Harvey ran away at 10pm. Twenty one minutes later he was killed on the M62.

Due to the inadequate procedures of the Highways Agency his fate was not discovered for 13 weeks.

By chance the events of November 23rd were communicated. Imagine the heartache, frustration and distress caused because of inadequate and unenforced procedures.

There are numerous documented occasions where people's pets have been shamelessly discarded without consideration, respect or compassion for the owners rights.

We request Legislation to enforce a formulated process ensuring that HA Departments abide by the following:

Compulsory scanning of all domestic animals retrieved from the highways.

Log report filed and circulated to both Police and Dog Warden.

Photographs of the deceased to be held with the log report to be used for identification purposes.

If you don't love your pet enough to keep it off the motorway I don't really see why money should be spent on an attempt to return it's corpse?

...To put it bluntly.

Very blunt Adam but my friend's dog 'escaped' recently when his house was burgled. Luckily the dog warden had on this occasion picked him up before any harm had come to him, but owners aren't always being irresponsible if their animal gets out of the house or car.

I agree it wouldn't take a lot of effort to scan for a microchip and take a pic before carrying on with the job...the cost of a microchip scanner and filling out a form ain't a lot and it would get some closure for owners....however....

In all reality finding a dead pet on the road side in the first place is not high on the priorities of the HA and you wouldn't expect it to be, Harvey was found 13 weeks after the incident and in my mind that was lucky.....searching for dead pets on the side of the road isn't gonna be high on their list of things to get done....

This does then raise the further question why spend the money on equipment and process when they don't have a role covering searching for a dead pet in the first place.

I'd like to see the numbers of pets found by HA before agreeing to having a process in place that costs time and money....if it's a regular thing that would help a lot of owners then fair enough....but if it's once a month per employee then it aint worth it is it.

And I am a dog owner

If you take a dead cat or dog to my vet you have found he scans it and if it's chipped he contacts the owner and asks if they would like to collect it or pay to have it cremated. I think that's something quite a few vets will do but that relies on someone who has hit or just found the animal taking it to a vet in the first place. Personally I wouldn't put myself at risk on the motorway, but I would stop on a less busy road if I saw an animal get hit even if it was obvious it was going to die.
