my Father's laptop went slow.....
then if by magic a pop up alert came up on his screen and "Asked".... "Is your computer running Slow.... Click here to resolve this issue"
so... He clicked the icon and paid via paypal £37.47
I think to my self that this is a scam.....
Your thoughts...

I'm about to flatten my dads computer.... and do a total RE-INSTALL

yes i'm sorry to say your dad has been taken to the cleaners.

teach your dad not to click on banners or open email attractants.

remember to back up his photos etc.etc.

Yes, I'm afraid it is. One of my not so switched on colleagues clicked button the and he is half your Dad's age, so it can catch anyone out.
