This would be 33bhp restrictor for previous licence requirements, not 47bhp permitted under new A2 licence. Suzuki don't do 47bhp ECU restrictor.

Yeah Suzuki didnt bother making the 47bhp ECU, probably because its an old model.
The only restricted ECU is the 33BHP one, you can restrict to 47BHP using a throttle stop like mine, bought from kickstarter on ebay.

Well, thats awkward :( Tbf it didn't feel that much different yesterday on a 'spirited' ride unrestricted..

It restricts power to 33bhp therefore not torque:
Given power = RPM x Torque
It's believed that the ECU does not perform any restriction until the RPM at which 33bhp is achieved (around 5k from what I remember looking at dyno charts) and then restricts torque above this to cap the power at 33bhp based on the equation above.
I doubt there'd be a noticeable difference until 7k and as the SV doesn't need revs to shift, especially at road legal speeds, the restriction is often unnoticeable.

I take it this restriction faff only really comes into play if your stopped by the plod or have a prang. ?

Well I'd suspect if you were on a restricted license and had a crash, and subsequently insurance company found out your bike wasn't restricted they wouldn't cover you. I was pulled over a few weeks ago :p He didn't ask anything about license/restricted/bike other than was it mine
