I've a fancy to ride the North Haul Road up the northern edge of Kielder water, however it's open to "authorised vehicles only". Anyone have any experience of gaining permission?.

I usually just "find a way" in to areas like that. If no one sees you, it didn't happen ;)
And even if they do, who really cares
dont know about Englandshire but up here they technically cant stop you unless there is a locked gate. if you break the lock its unlawful entry.

There's a barrier with a sign, sure I could get the striple round it without too much of a problem. Just not sure what happens if I come across any workers (never seen any on a Sunday).
If it's Forestry Commision land I believe the law of trespass would apply. They would have to sue you for any damage they allege that you caused as a result of your incursion.

Often parcels of land owned by the Forestry Commission have the sporting rights leased out to shooters. They would not be keen to have bikes threatening and disturbing the wildlife, them and their dogs while on the land they have paid to have use of.
You could ask the FC if it possible to buy a permit, but to be honest, berks riding stupidly and noisily on motocrossers have screwed it for the rest of us.

Be very careful of this!
If Kielder has a problem with off-road bikes being razzed around, there may well be a system in place similar to this area. Here, if a bike is spotted by a 'watcher' where it shouldn't be, they will call it in (they have been issued walkie-talkies for this) and then other watchers will look out for the bike to help guide police in. The local police have off-road bikes and are stopping bikes riding illegally in the forest. Many bikes are seized and consequently crushed, for no insurance and so such like.
If you are found to be riding where you shouldn't, you may pay a heavy price.
