Rear Fender/licensplate holder

Any one know where i can buy a rear fender like this?

Or perhaps someone that can make me one?

This version is only mounted on one side, both sides would be fine with me.

I have talked to the owner of the bike, and the fender is costum made, and made in the US, looking to buy from GB or EU
