Two things come to mind------
Either this drone attack is a much more sophisticated affair than initially thought with the ability to bypass jamming technology, possibly by preplanning and independant control or,----
The security services are hopelessly incompetant and complacent and just were not prepared.
Im inclined to think there is more to this than at first thought.

Since most drones work on 2.4 or 5.8Ghz why don't they jam those bands? Some aircraft navigation aids work on the lower UHF band (300Mhz -3Ghz), the ILS glidepath is one, but jamming 2.4Ghz wouldn't affect it. Some cell phones work on 1.9Ghz which might be a bit close. GPS is in the 1.5Ghz area.

It was someone selling a drone.. "quick cash sale as need to buy fake passport" etc. Obviously a spoof but very amusingly worded. Maybe pulled as even jokes get taken very seriously online. There was someone on twitter posting aerial photos of Gatwick yesterday saying he'd taken them earlier that day... people were all over it with messages to the Police pretty quickly! Obviously a joke, but...

So an E3-D couldn't be stationed above Gatwick within hours and used to direct a full power radar burst at the drone (Considering something with the cross-section of a sparrow can be detected), this can fry hardened military grade circuits let alone an unshielded drone! on the other hand if it was not really a drone, what really closed Gatwick down? (Got to add in the conspiracy theory stuff!).
