Is this a way to stop farmers from making a few bob on the side or a way of puting an end to

So, instead, farmers will lose on cash and off-roaders will (understandably) illgeally race along footpaths, up mountains, etc. in national parks, causing a nuisance and danger to hill walkers and mountain bikers. :roll:

Bikers would, by and large, get away with it, due to the difficulty/cost of effectively policing all the countryside (police would have to be in helicopters or on offroad bikes to catch them); I hike a a lot and only once have come across any sort of 'official' (a mountain rescue guy) whilst out in the mountains.

The only difference would be that they'd be annoying other people and as you say, this could only result in the general opinion of/attitude towards bikers being damaged. Which, in turn, fosters a, "non-bikers don't understand us", mentality on our part, so it goes on...
