Sounds like it could be someone who's fallen victim to an old scam where they are offered old government bills which have been discovered in a crashed plane in some jungle.

I've seen a number of greedy punters part with sizable wads in the mistaken belief they'll get rich quick from this scam. :roll:

Instead of counterfitting dollar bills of that denomination (utterly stupid) they should have gone for Bearer Bonds, much easier to cash anonymously too.

And talking of forged Bearer Bonds, they do say that they were the reason the US secret services shot down the TWA800 flight:
