No...I'm not tarting up my bike....but trying to find out if it's possible to paint over powder-coated alimimium.
It's a window/door frame and is dark green, but I want a light blue.
Can in be done in situ, or is this a silly idea?

Yes it can be done, although it isn't ideal. Roughen the surface a bit and then buy a primer suitable for painting on tiles or melamine surfaces, put your finish, including whatever undercoat, if necessary, over that.

I take it it's not a long-lasting, hard-wearing finish tho?

It'll work well enough, but as I said it's not absolutely ideal.
Are you painting an indoor or outdoor surface?
