Sounds like rip off britain continued.
In France, they have had toll roads for donkeys years, and to use them is a pleasure; fast, smooth, plenty of really nice rest areas. You can see the money being invested in the road.
What would we get... the whole lot poured into some half baked public transport scheme that allows empty buses to charge around in their own lanes.
