Some people shouldn't have pets.
I have new neighbours and they leave the dog in the fully fenced garden, with food and water, plus his kennel but because it is "Thundery" he is howling like a banshee
Does this constitute cruelty? if not to the dog --------------my ears

If it was a wild dog wouldn't it be howling just the same?

At least you could chase it off in that case.

or shoot it.

Sounds like they're being quite good to the dog. It would probably be howling as much in the house. At least this way it has the freedom to run around the garden.

Why don't you tell the owners he howls - not in the whinging neighbour tone but more in the "did you know.." kinda tone. If it were my dog, I'd want to know - they might arrange for a dog walker or something if they realised their dog was unhappy.

Our neighbours dog barks and howls constantly whenever it is left alone. It was such fun when they went away overnight a while ago. Half the street got no sleep because of it howling  I made my feelings very clear about that so they haven't left it overnight since.

My dog hates thunder (and fireworks) and tries to break out of her pen if outside during a storm. (Thankfully she only barks at squirrels). TBH if she did manage to break out of her pen she'd be just as scared so we've got a friendly neighbour with a our spare keys who will let her into the house if we're both out in such a situation. She's generally happier outside, even at night - she probably thinks she's on guard protecting us - but she is a typically thick retriever and does not understand thunder! Most dogs won't.

Doesn't sound like your neighbours are neglecting the dog. Have a quiet friendly word as they may be as unhappy as we would be to know that their pooch is upset for any reason and may be able to work something out as we've done.

Kodo will growl at thunder, but then he barks at the moon if it's out during the day.

Sounds like they aren't being cruel to the dog - far from it. I support what others have said that they would likely be more concerned than angry if they find out the dog is being stressed.

If it's a chewer though that maybe the reason for the outside lifestyle - so without them home there may be little that can be done.

There are training aids, cd's n stuff that can be used with regard to fireworks, loud noises etc. You could suggest some extra training as a possibility if they are concerned.

If they don't give a monkey's though there's not much you can do. Apart from trying to train the dog yourself over the fence.

My neighbours on one side have four dogs that only really make any noise when out in the garden playing with each other.
I've talked to my neighbours on the other side (who Kodo will growl/occasional bark at if he sees then entering or leaving the property) and they aren't bothered. In fact they are quite comforted by the fact that He will make a few barks at passing strangers until they've gone by - he's a good alarm.

They also say they get some amusement value out of hearing me talk Kodo through the failings of trying to scare off hot air balloons! Sounds daft, but once he's convinced I've been allerted of the situation (imminent invasion by non-winged flying things - planes/birds are allowed in the sky  ) and have given it my attention he'll be quiet.

If anything bad then happens it's my fault not his. He 'told me so'!

Have you tried just going out and talking to the dog. Reassuring it that you know what the noise is and it's OK?

I wouldn't leave my key with Homer simpson.... he's steal everything and sell it!!

As for the dog, our's is terrified of storms or thunder, as everyone else says I'd have a quiet word with them.
