Help: Instument Panel No Longer Works

I recently purchased my first 2003 sv650s from a friend in the military. He heavily modified the appearance of the bike, removing fenders chopping off the muffler and such. Im not extremely mechanically inclined but I see what i can do.

I removed the seat and rear fenders to check what modifications had been done to this motorcycle. The OEM brake light I am trying to reinstall has been replaced by a set of led strip bars. He has spliced the wires and removed the wiring harness that the oem plugged into. I used a meter to test ground and power, everything went well on the install. I put the panel's back on and started the baby up. I looked down at the temp to see if we were good to go, but the panel wasn't working. I turned the bike off and back on but still no good.

I assume there is a blown fuse but I cant seem to find a fuse anywhere. Ive looked under the seat where http://www.sv650.org/SV_service_manuals/SVK3_manuals/8_Electrical_System.pdf this manual said it would be. I have a US make so im not sure if since sv650 is a Canadian website they may have a different make of motorcycle.

Can anyone help me out here?
