Rev limiter quit working

I have an 05 Sv 650 and had the motor out to build it. Put it back in went to the dyno and the rev limiter isn't working. Will go past 12,000 rpm NOT GOOD.
Anyone have this problem before.

How far past 12k did it go, if you are on full power it will still go into the red a little bit but then stop and you will hear the soft limiter.
