Bit hard to tell as it's not very well focused but some of the flecks actually look like metal, ie part of the structure of the tyre.
I'm hoping this damage happened after I got the puncture, not before.

I think the puncture is your tyre's way of telling you something.
Time for a change springs to mind.
MeridiaNX - The pic below might explain the appearance of the tyre. It shows the lane I have to ride the bike up and down to get to\from my garage. It nearly fell of the trailer as I was bringing it home so I had to push it the last ~25m and in that time it picked up a lot of the rubbish you see.
I do have to be rather careful when setting off on a ride though. I've had a few scary moments as I put the power on to be reminded the tyres are dirty.

I seem to remember my Metz Z6 doing that, it made a ping noise when you flicked it with your finger on the metal brade...
yes time for a change of boots.
