What they arn't telling you is..

Police car comes along, goes to turn.
Pedestrian walks straight out into road without looking just as police car comes past.
Foot gets runover, businessman throws a wobbly.
Police officer fines the man for not looking hence damaging the car.

If i was the copper, and this was the case, id book him too (see current posts in Bike talk section).

It says the cop car pulled up onto the pavement to stop the guys. obviously misjudged it and hit this chap. he was on the pavement according to the story so surely he couldn't be at fault? very strange. even if he had stepped into the path of the vehicle unknowingly, the car shouldn't have mounted the curb should it? Don't really get this.

I think the coppers statement is very incriminating ... he had to issue the ticket because otherwise the copper would have been in trouble for damaging a police patrol car NEEDLESSLY! I mean, was there any REAL need to "mount the kerb" to stop this guy?! Stop him from doing WHAT exactly?!? I'd fight the ticket too - good on him!!

I was hit by a car swerving into a petrol station on my pushbike in the US and almost charged with assault for it.
Car drove over my front wheel and wrecked it. Cop comes along (saw me shout at the young woman driving), and says I attacked the car with my bike, and I "shouldn't shout at pretty young women like that". Then threatened to arrest me for assault.
