I blip my throttle for the same reasons as the OP on downchanges. You get a much smoother down change and upset the bike much less this way.
WRT blipping the throttle at low speed, this is how I was taught low speed control. This needs to be rapid blipping and I found it did not work to well on the SV so went for the constant throttle / drag rear brake / slip clutch method, which works well for me. |

I do it on all down changes. Not sure it helps a great deal if it helps at all, but sounds good and it makes me feel even better so I do it. I am not sure there is any evidence that it actually works?

Also if you're downchanging to use the engine braking, so anything above maybe 3k rpm. Shifting without blipping gives some nasty noises.

I used to do this a lot on my Raleigh Grifter. Made a hell of a difference.
