I'd just park in a car space

They probably did it just to 'tick the box' and show that they do provide motorcycle parking. If it's a new build, quite a lot of councils now have a minimum motorcycle standard and some are even requesting that public buildings/facilities retrospectively install motorcycle / cycle parking.

Engineer who designed that is a fool though!

yeah, but the minimum standards for motorcycle and cycle parking also include for security , they wouldnt meet the standards if theres no where to secure the bikes,

looking at the pic it looks like someones not used the space well, there looks to me as gap of about 10m from badk of bay to back of bay, recomendations of 6m for running between rows to allow manouvre, the actual gap between the bay and the bike bay looks to be about 4m, so if bikes used it you couldnt get cars out properly,

that looks to me like the lining contractor has turned up and just suggested to the property manager or whoever that they can save a cpl of bays they were going to matk for M/C and just plonk them in the middle.

Ive never understood why most bike bays are just car spaces with "motorcycle" painted in them.

Outside our HG in town theres one of these, 2 car spaces marked for bikes (council carpark).

What they dont seem to realise though is that bikes generally tend to be a different shape to cars..

If you push your bike to the back of the bike space, another bike will come in behind you blocking you in.
