I think that definitely calls for the placement of a speed camera and a 20 limit at the site, since speed was not a factor in any way here.

It makes me sick some of the light sentences that are dished out if it was up to me "causing death by careless driving, with excess alcohol, aggravated vehicle take, failure to stop, failure to report a collision and driving without insurance." would mean a distinct lack of daylight for a considerable time.
