Sorry to be a pedant, but I just had to investigate.
This, from the website of the manufacturers of SPECS cameras: How does it work? SPECS works using automatic average speed digital technology. A pair of cameras creates a speed controlled zone and groups of cameras can be linked to create a speed controlled network. As vehicles pass between the cameras pairs they are digitally recorded. The time it takes for the vehicle to travel between both points is used to calculate the average speed. If the vehicle speed is above a speed threshold, a speeding violation record is automatically generated. This includes images of the registration plate, a colour image of the vehicle and text data including the time, date, location and average speed travelling between both locations. Maybe your engineer chum was talking about the new digital GATSOs. Anyhoo, having done a bit more rummagin' on t'Interweb, it would seem these new cameras at Hanger Lane are ANPR units. Obviously put there to protect us from the constant threat of almost certain death at the hands of religious zealots and fundamentalists. Some new cameras have appeared just down the road from my shop (high above the road, white cameras in a bank of four).
I was chatting to the fella that was installing them and they are for the new central london charge for high-polluting diesel vehicles. I remember doing a MORI phone poll about this charge last year, and if they have implemented it as they planned to, it is only for large vans, coaches, lorries etc. Jo |

As has been said they are to do with Red Kens low emisson zone which is coming in to enforcement soon. Designed to make lorrys buses and some vans cleaner or poorer either way!! They work in a simular way to the congestion cams. They have also been poping up in many places.
