It does seem an odd thing that our legal system isn't particularly interested in who owns stuff. Apart from real-estate (Ed will correct me if wrong) it doesn't seem that anything much has any formal record of "ownership". The law seems only to be interested in who does what with it.

Which leads me on, is there actually an offence of "TWOC", (taking without the owner's consent) or is that just short-hand for some more eloquently phrased offence? I'm thinking how does the Plod determine who the "Owner" is, it's not enough to just ask the "keeper", and do they ask for proof of ownership when asking or just assume (always dangerous) that the keeper is the owner? All probably irrelevant. :smt102

I am reminded of when I had a company car "stolen" off my drive, the Plod asked if I had given anyone permission to take it. Yes I know it's protocol, but it just amused me that I might have given permission for someone to screwdriver the door and barrel at 3am, throw out the parcel shelf, and proceed to drive it through a shop front to steal a load of jeans. I was the keeper but not the owner, as far as I know the Plod never contacted the owner.

I believe (also probably wrongly) that you do "legally" own a dog, but you don't legally own a cat.

It's a matter of claim, if the suspected TWOCer were to claim it was his/her vehicle the Police would ask why it was not registered in their name. Any reasonable claim is taken seriously in such circumstances, and appropriately investigated.

You can't own a cat - they won't let you.
