This in the way. I mean he could have potentially rear ended the guy for hooting. On the other hand it's not quite lifestyle advice. He's trying to make the road a safer place for everyone, meaningless what the horn is technically for. I personally flash my lights at cars in the opposite direction which don't have their lights turned on at night. Perhaps by the book not the use for flash but the cretin needs to turn his lights on.

On the other other hand I probably wouldn't do what this biker did. I'd overtake away and not worry about it. Different in a car but no need for roadcraft heroics on a bike.

90% of people are not dicks, in fact 99% of people are perfectly reasonable individuals 99% of the time, it's just that on the odd occasion you come across the moment they aren't being.... We're all capable of making mistakes and leaving your hazards on isn't the crime of the century, and a simple "you've left your hazards on mate" at the first opportunity you have to filter past may have produced an entirely different response to just tooting your horn behind him. Doesn't excuse his reaction though, prat!
