Its a theft deterrent, concreted bollard with the road name as opposed to a demount able sign lol. I suppose the road signs is appealing to little toe rags with spanners.

There is also a "Gay Street Lane" between Pulborough and Billingshurst in West Sussex and a "Velvet bottom" in Somerset
