Its alwyas dodgy to pass comment on stories like this, as most of the details you need to make an informed comment are often missing.

However...

You move into a country, make an effort to learn the language.

Simple.

I agree that if you move to another country (or even visit it short term) you should make an effort to learn the language, I don't agree with the post man deciding to refuse to serve people that don't speak the language.

We aren't given enough details to judge the situation i.e. Were his requirements for service "conversational" english, "holiday" english, did he require customers to be able to hold a political diatribe? ;o)

The post office provides a service. It relies on customers. He shouldn't have discriminated.

I had a similar experience last year in Vienna with some old guy at the post office - my german is very rusty, I tried to speak the lingo and eventually got my message across - but he was rude and beligerant. I had to go there every day for a week due to various mix ups with credit cards. The last day I was there and collected my letter, he turned around and spoke perfect english to me. I couldn't believe it.

If you provide a service, put yourself in your customer's shoes and be understanding....or don't complain when all the village post offices close down due to lack of use!
