Curvy revs drop

The bike will start, and will stay on for a while, but after about 20-30 seconds, the revs will start dropping until it cuts out, even with the choke on.

So the bike wont keep going unless I repeatedly twist the throttle, with the choke on. If the choke is off, the revs are too low (if I dont throttle) and the bike cuts out anyway (I assume this is because of how cold it it)
