Throttle won't twist

I can't get the throttle to twist on my curvy. I don't know what the name of the part that's not moving, but, in the photo, the arrowed piece will not rotate at all. Can anyone give me any further understanding to why this would just suddenly seize up, and how I can fix it?

Check both the throttle cables are free and not jammed up.

Look on the other side of the carbs at the linkage which joins the 2 together and see if anything has got jammed in there.

Both cables are free, and I've disconnected the linkage on the other side to make sure it wasn't that.

Carb linkages seized.

Lift the carb slide and see if the butterfly has anything preventing it from moving.

How would I go about loosening the linkages?

Are you saying the throttle wont twist or the linkage wont move? Have you tried to move the linkage using your hand rather than the throttle cable?

Yep, it's completely solid. Can't move any thing on the front carb.

would trying to move the butterfly with his fingers embee be a good idea? just to see if that could try and help un-seize it?

I can't see how it would seize solid like that. But then I can't see as how anything would obstruct it either considering the location of it.
